Người Việt Nam Tự Do yêu cầu Tập Cận Bình, chủ tịch Cộng Hòa Nhân Dân Trung Hoa (CHNDTH) trả tự do cho Bà Rahile Dawut, đang thụ hình bản án tù chung thân tại Tân Cương từ năm 2023, sáu năm sau khi bà bị bắt cóc và biệt giam. Giáo sư Rahile Dawut là một nhà trí thức Ouïghoure, nhà nghiên cứu Dân Tộc và Nhân Chủng Học Ouïghours được thế giới biết tiếng và kính trọng.
Người viết Bức Thư Ngõ là Nguyên Hoàng Bảo Việt, cựu chủ tịch Trung tâm Văn Bút Thụy Sĩ Pháp thoại. Tác giả đã viết thay cho Nhà Văn và Nhà Báo Việt Nam Lưu Vong và Liên Hội Nhân Quyền Việt Nam ở Thụy Sĩ.
Bức Thư Ngõ bày tỏ mối quan tâm sâu xa của Người Việt Nam Tự Do về số phận của Bà Rahile Dawut :
Bà Rahile Dawut bị bắt cóc và mất tích vào năm 2017. Bà phải chịu đựng sự tước đoạt tự do tàn nhẫn này khi phải xa cách với gia đình và trong sự im lặng của thế giới. Thời gian đó, nhiều thành viên khác trong tầng lớp trí thức và văn hóa Ouïghours cũng bị nhà cầm quyền CHNHTH trấn áp, truy lùng, bắt giam độc đoán. Sáu năm sau, chúng tôi được biết chánh quyền CHNDTH đã kết án Bà Rahile Dawut tù chung thân. Một bản án tương đương với án tử hình – chết từ từ, chết dần mòn. “Tội” của Bà Rahile Dawut: “gây nguy hại cho an ninh của Nhà nước”. Hoặc là, “bởi vì Bà Rahile Dawut đã thành lập Trung tâm Nghiên cứu về Dân tộc thiểu số tại Đại học Tân Cương vào năm 2007”. Hoặc là, “vì Bà Rahile Dawut là một nhà nghiên cứu và tác giả của nhiều quyển sách và bài báo được đăng trên những tạp chí quốc tế và hơn nữa, Bà Rahile Dawut còn là giảng viên tại các trường đại học danh tiếng ở ngoại quốc”.
Theo các nguồn tin của chúng tôi, gồm có Liên Hội Nhân Quyền Việt Nam ở Thụy Sĩ và Văn Bút Quốc Tế, bản án áp đặt cho Bà Rahile Dawut được tuyên đọc sau một phiên tòa xét xử kín vào tháng 12 năm 2018. Đơn kháng cáo bản án bất công và bất nhân này của Bà Rahile Dawut đã bị bác bỏ vào năm 2023.
Chúng tôi hoàn toàn chia sẻ nỗi xúc động và công phẫn quốc tế, bao gồm cả các nhà văn, nghệ sĩ và học giả từ khắp nơi trên thế giới. Mọi người lên án gắt gao bản án này, được mô tả là một tấn thảm kịch tàn nhẫn và khốc hại đối với nền văn hóa của người Ouïghours, một trong những di sản văn hóa chung của nhân loại. Chưa kể những tổn thất không thể đền bồi được đối với nền văn hóa của các dân tộc thiểu số khác trong khu vực này.
Hôm nay là sinh nhựt lần thứ 58 của Bà Rahile Dawut và cũng là năm thứ 7 mà bà phải sống trong nhà tù hoặc ở một trong những trại giam tập trung trên quê hương nơi bà đã chào đời vào ngày 20 tháng 5 năm 1966. Bà Rahile Dawut tiếp tục thọ hình bản án tù khủng khiếp, chung thân và biệt giam và không ai biết bà ấy ở đâu. Ngoài ra, chúng tôi không biết tình trạng sinh sống của bà trong những năm dài bị giam giữ.
Chúng tôi tin rằng việc bắt giữ và kết án Bà Rahile Dawut không dựa trên bất cứ hành vi phạm tội hoặc đáng khiển trách nào về phần bà. Đây là những vi phạm nghiêm trọng luật pháp quốc tế do nhà nước Trung Hoa gây ra. Đó là một cuộc hành hạ và ngược đãi văn hóa, một cuộc đàn áp nghiệt ngã đối với các quyền tự do căn bản và nhân quyền của con người và công dân.
Chúng tôi lưu ý rằng Cộng Hòa Nhân Dân Trung Hoa (CHNDTH) là một nhà nước đã ký kết Công ước Quốc tế về các Quyền Dân sự và Chính trị (PIDCP/ICCPR), qui định quyền tự do ngôn luận hợp pháp, quyền không bị giam cầm độc đoán và quyền được xét xử công bằng.
Đó là lý do tại sao chúng tôi lên tiếng phản đối bản án bất công, vô nhân đạo và sự giam cầm độc đoán mà Bà Rahile Dawut là nạn nhân. Thật vậy, Bà Rahile Dawut vẫn bị biệt giam và ở một nơi không ai biết được chỉ vì bà đã hành sử quyền tự do ngôn luận và quan điểm của mình để bảo vệ nền văn hóa và linh hồn của vùng đất nguyên sinh quán của bà.
Chúng tôi yêu cầu ông Chủ tịch Cộng Hòa Nhân Dân Trung Hoa (CHNDTH) trả tự do ngay lập tức và vô điều kiện cho Bà Rahile Dawut và tất cả các nhà văn, nhà báo, nghệ sĩ, nhà giáo và trí thức người Ouïghours bị cầm tù hoặc giam giữ tại Khu tự trị Tân Cương vì những hành động đàn áp đó của CHNDTH vi phạm quyền tự do ngôn luận của các nạn nhân, theo Điều 19 của Tuyên Ngôn Quốc Tế Nhân Quyền.

Monsieur le Président,
Nous vous écrivons de la part des Écrivains et des Journalistes vietnamiens en exil et de la Ligue Vietnamienne des Droits de l’Homme en Suisse, pour exprimer toute notre profonde inquiétude au sujet du triste sort douloureux et injuste de Madame Rahile Dawut, intellectuelle et ethnologue ouïghoure mondialement connue pour son expertise du folklore et des traditions ouïghoures.
Madame Rahile Dawut a été enlevée et portée disparue en 2017. Elle subit cette cruelle privation de liberté loin des siens et dans le silence du monde. L’arbitraire frappe également beaucoup d’autres membres de l’élite intellectuelle et culturelle ouïghoure. Six ans plus tard, nous avons appris que les autorités de la République Populaire de Chine ont condamné Madame Rahile Dawut à la prison à perpétuité. Une peine équivaut à une condamnation à mort – mort à petit feu. Son ‘’crime’’ : ‘’mise en danger de la sécurité de l’État’’. Ou encore, ‘’parce qu’elle a créé, en 2007, le Centre de recherches sur les minorités ethniques au sein de l’université du Xinjiang’’. Ou encore, ‘’parce qu’elle est chercheuse et auteure des livres et de nombreux articles publiés dans des revues internationales et enfin, elle est conférencière dans des universités de renom à l’étranger’’.
Selon nos sources d’information, dont celle de la Ligue Vietnamienne des Droits de l’Homme en Suisse et celle de PEN International, la peine infligée à Madame Rahile Dawut a été prononcée à l’issue d’un procès tenu à huis clos en décembre 2018. Son appel contre cette condamnation injuste et inhumaine a été rejeté en 2023.
Nous partageons entièrement l’émotion et l’indignation du public international dont des écrivains, artistes et universitaires du monde entier, qui déplore vivement cette condamnation qualifiée de grande tragédie brutale et dévastatrice pour la culture du peuple ouïghour, un des biens communs de l’humanité. Sans oublier la perte irréparable pour la culture d’autres minorités dans la région.
Aujourd’hui, c’est le 58e anniversaire de Madame Rahile Dawut et sa 7e année vécue en prison ou dans un des camps de concentration de sa terre natale où elle est née le 20 mai 1966. Madame Rahile Dawut continue à purger sa terrible peine à perpétuité au secret et personne ne sait où elle se trouve. En plus, nous ignorons ses conditions de vie durant ses longues années de détention.
Nous estimons que l’arrestation et la condamnation de Madame Rahile Dawut n’ont pas été basée sur aucun acte délictuel ou répréhensible de sa part. Il s’agit de graves violations du droit international perpétrées par l’État chinois. Il s’agit d’une persécution culturelle et une répression accablante des libertés fondamentales et des droits humains de la personne et du citoyen.
Nous notons que la République Populaire de Chine est signataire du Pacte International relatif aux droits civils et politiques (PIDCP) qui prévoit la liberté d’expression légitime, le droit de ne pas être détenu de façon arbitraire et le droit à un procès équitable.
C’est pourquoi nous nous permettons de protester contre la condamnation injuste et inhumaine, et la détention arbitraire dont est victime Madame Rahile Dawut. En effet, elle est toujours enfermée au secret et dans un lieu inconnu, pour avoir exercé son droit à la liberté d’expression et d’opinion afin de sauvegarder la culture et l’âme d’une terre dont elle est originaire.
Et nous nous adressons à vous, Monsieur le Président, afin d’obtenir la libération immédiate et inconditionnelle de Madame Rahile Dawut, conformément à l’Article 19 de la Déclaration Universelle des Droits de l’Homme. Nous voudrions aussi appeler à la libération immédiate et inconditionnelle de tous les écrivains, journalistes, artistes, enseignants et intellectuels ouïghours emprisonnés ou détenus dans la région autonome de Xinjiang en violation de leur droit à la liberté d’expression, conformément à l’Article 19 de la Déclaration Universelle des Droits de l’Homme.
Monsieur le Président, sachant que vous avez un emploi du temps des plus chargés en cette situation dans le monde, nous vous remercions d’avance de votre attention particulière à notre Appel et de votre décision de donner une suite favorable à notre demande.
Nous vous prions d’agréer, Monsieur le Président, l’expression de nos sentiments distingués.

Appeal to the President of the People’s Republic of China

Mr. President,
We are writing to you on behalf of Vietnamese Writers and Journalists in exile and the Vietnamese League for Human Rights in Switzerland, to express our deep concern about the sad, painful and unjust fate of Mrs. Rahile Dawut, Uyghur intellectual and ethnologist worldwide renowned for her expertise in Uyghur folklore and traditions.
Mrs. Rahile Dawut was kidnapped and reported missing in 2017. She suffered this cruel deprivation of liberty far from her family and in the silence of the world. The arbitrariness also strikes many other members of the Uyghur intellectual and cultural elite. Six years later, we learned that the authorities of the People’s Republic of China sentenced Mrs. Rahile Dawut to life in prison. A sentence that amounts to a death sentence – slow death. Her “crime”: “endangering the security of the State”. Or “because she established, in 2007, the Research Centre on Ethnic Minorities at Xinjiang University”. Or “because she is a researcher and author of books and numerous articles published in international journals and finally, she is a lecturer at renowned universities abroad”.
According to our information sources, including those of the Vietnamese League for Human Rights in Switzerland and those of PEN International, the sentence imposed on Mrs. Rahile Dawut was pronounced after a closed-door trial in December 2018. Her appeal against this unjust and inhumane conviction was rejected in 2023.
We fully share the emotion and indignation of the international public, including writers, artists and academics from around the world, who strongly deplore this conviction, described as a great brutal and devastating tragedy for the culture of the Uyghur people, one of the humanity’s common cultural heritage. Not to mention the irreparable loss to the culture of other minorities in the region.
Today is Mrs. Rahile Dawut’s 58th birthday and her 7th year spent in prison or in one of the concentration camps in her native land where she was born on 20 May 1966. Mrs. Rahile Dawut continues to serve her terrible life sentence incommunicado and no one knows where she is. In addition, we do not know her living conditions during her long years of detention.
We believe that the arrest and conviction of Mrs. Rahile Dawut were not based on any criminal or reprehensible act on her part. These are serious violations of international law perpetrated by the Chinese state. This is a cultural persecution and an overwhelming repression of basic liberties and human rights of the person and the citizen.
We note that the People’s Republic of China is a signatory to the International Covenant on Civil and Political Rights (ICCPR) which provides for legitimate freedom of expression, the right to be free from arbitrary detention and the right to a fair trial.
This is why we take the liberty of protesting against the unjust and inhumane conviction and arbitrary detention Mrs. Rahile Dawut is suffering. Indeed, she is still locked up in secrecy and in an unknown place, for having exercised her right to freedom of expression and opinion in order to safeguard the culture and soul of a land from which she comes.
And we are speaking to you, Mr. President, in order to obtain the immediate and unconditional release of Mrs. Rahile Dawut, in accordance with Article 19 of the Universal Declaration of Human Rights. We would also like to call for the immediate and unconditional release of all Uyghur writers, journalists, artists, teachers and intellectuals imprisoned or detained in the Xinjiang Autonomous Region in violation of their right to freedom of expression, in accordance with Article 19 of the Universal Declaration of Human Rights.
Mr. President, knowing that you have one of the busiest work schedules in this situation in the world, we thank you in advance for your particular attention to our Appeal and for your decision to respond favorably to our request.
